Purpose & ambition

Economic, technological, and societal transformations are creating new challenges in the areas of competition and regulation. Public policymakers face increasingly complex trade-offs as they seek to foster innovation, preserve effective competition, and ensure the proper functioning of markets. 

At the forefront of these issues, TSE helps improve understanding of the economic mechanisms underlying competition policies and regulatory frameworks. In particular, it aims to inform regulatory authorities and courts at the national, European, and international levels through rigorous analyses grounded in economic research. 

In this context, the Center for Competition Policy & Regulation is dedicated to:  

  • Bring together and promote TSE’s scientific expertise

  • Structure and encourage researchers’ contributions to public debate

  • Foster interactions between academics and regulators 

Created in 2021, the Center for Competition Policy & Regulation builds on a long tradition of academic excellence that has helped make TSE an international benchmark. Its researchers have also helped improve economic reasoning in regulatory debates and practices by serving as experts for relevant authorities and courts, sitting on advisory bodies, and training current and future members of public institutions.

Economic research plays a key role in informing debates and decisions on competition and regulation. Through this Center, we foster dialogue between the academic community and regulators to help create more innovative, efficient, and open markets.

Research areas

By its very nature, the Center brings together applied research across a wide range of sectors and economic issues. Its activities include competition policy, digital regulation, regulation of infrastructure and network industries, and financial regulation. The four thematic areas below reflect the main research fields in which our researchers are engaged.

Objectives: Our researchers analyze the effects of mergers, agreements, and unilateral practices on competition, innovation, and social welfare. They produce academic research and policy papers designed to inform competition authorities and contribute to the improvement of competition policies.

Objectives: Our researchers study existing and future regulations in the field of digital technologies, addressing issues related to competition, privacy, consumer rights, and intellectual property. Their work helps inform policymakers in designing effective regulatory frameworks tailored to the challenges of the digital age. 

Objectives: Our researchers examine market failures and regulatory mechanisms in infrastructure and network industries, such as telecommunications, transportation, and energy. Their work aims to design regulatory frameworks that promote effective competition in sectors where ex ante regulation is often necessary. 

Objectives: Our researchers study the mechanisms of financial intermediation and the regulatory frameworks governing financial activities. Their research focuses in particular on monetary economics, aggregate liquidity, payment systems, prudential regulation, as well as market finance and microstructure, with the aim of better understanding the factors that contribute to financial stability and crisis prevention. 

Activities

TSE Competition Policy & Regulation Center promotes, showcases, and disseminates research across all these fields through a range of scientific and outreach activities targeting both the academic community and decision-makers. 

  • A dedicated resource hub: We provide a dedicated platform showcasing TSE’s activities in the field of competition and regulation, featuring academic experts, research outputs, events, and news related to our research programs and collaborations.
  • Events for researchers and regulators: We organize scientific events bringing together the academic community, as well as targeted events designed specifically for public and private decision-makers to shed light on digital issues and their implications for public policy and business strategy.
  • Knowledge dissemination and outreach activities: We develop a variety of formats to make research findings accessible to a broader audience. These activities include the publication of research reports, the distribution of thematic newsletters, and the production of podcasts and editorial content.

The Competition Policy & Regulation Center promotes the organization of conferences, workshops, and seminars. These events contribute to the production and dissemination of research in the field of the competition and regulation economy, while fostering dialogue between the academic community and public officials responsible for designing, implementing, and evaluating competition policies. 

What sets the Center apart is its ability to create forums for exchange where scholarly work is confronted with the practical challenges faced by national and European competition and regulatory authorities. Researchers, regulators, policymakers, and industry experts come together to share their experiences and discuss contemporary challenges in market regulation.

Regular scientific events

Workshops with Competition and Regulatory Authorities 

The Center regularly organizes workshops in collaboration with national competition and regulatory authorities across Europe. These meetings, deliberately structured to facilitate in-depth discussions, provide an opportunity to compare advances in economic research with the concrete challenges faced by public institutions. 

Scientific Events for Decision-Makers 

The Center organizes ad hoc events, often in connection with research programs developed through partnerships. These events are sometimes co-organized with other academic institutions, such as Yale University’s Tobin Center for Economic Policy or the European Commission’s Joint Research Center. They bring together international researchers, representatives of public institutions, and private-sector experts to discuss topics such as competition in the digital economy, sector-specific regulation, platform markets, innovation, and European competition policy. These gatherings foster new research collaborations and fuel debates on the evolution of regulatory and competition frameworks.
