Financial Aids
Studying can sometimes present personal or financial challenges. To help you successfully complete your studies and overcome these obstacles, several emergency assistance and support programs have been developed by TSE, the Crous, and numerous organizations in the Toulouse area. These programs are designed to provide you with practical and prompt support so you can stay focused on your academic journey.
These programs supplement the scholarships and exemption provisions offered by the institution or by national organizations and partners, depending on your profile and circumstances.
The staff of the Pôle Formation of TSE are available to provide you with information, assist you with the necessary procedures, and guide you toward the solutions best suited to your personal situation.
In addition, specific forms of assistance related to housing and meals are also available and can be accessed based on your needs.
The Fund for Solidarity and the Development of Student Initiatives - FSDIE (Fonds de Solidarité et de Développement des Initiatives Étudiantes), funded by a portion of the CVEC, provides support for student initiatives and assists students facing serious financial difficulties during their studies.
The “social assistance” component of the FSDIE is intended to provide one-time financial support to students at the School based on specific criteria. It is not intended to supersede specific assistance programs offered by the CROUS or the system of need-based scholarships.
Applications are reviewed based on an assessment conducted by social service assistants from the Student Health Service.
This specific aid is intended for students in their first degree program—whether or not they receive a scholarship—who encounter temporary financial difficulties during the academic year. This program allows students to receive emergency aid in the event of a serious financial situation. Paid as a one-time lump sum, the amount of the aid is determined based on the student’s financial situation and awarded after review of their application.
This aid can be combined with other programs, such as need-based scholarships, annual grants, international mobility grants, or merit-based grants.

Students who encounter financial difficulties related to their housing can also apply for the Fond de Solidarité Logement (FSL, Solidarity Fund for Housing), which is a department service aid. Depending on your situation, it can be either a loan or a grant. You can find general information here.
Crous housing offers students affordable housing options located near campuses and public transportation. University residence halls provide various types of housing (rooms, studio apartments, and apartments) tailored to the needs of student life and offering a safe and accessible living environment.
Housing is allocated first to students receiving need-based financial aid, and then, depending on availability, to other students. Access to Crous university residence housing for international students is very limited and depends on the internal allocation policy of the host institution (often prioritized for Erasmus students, Master’s level 2, and PhD students). Applications must be made through the international relations office of the host institution or via Campus France for Campus France scholarship holders. Any creation of a Student Social File (housing and scholarships) will therefore be rejected by the Crous Toulouse Occitanie.
Given this restricted and conditional access, it is essential to explore other housing options as early as possible to avoid complications once in Toulouse.
The Toul’Box is a support program offered by the University of Toulouse to help international students settle into life in Toulouse and the surrounding region. TSE offers it to international students who are registering in international master's degree programs. This service provides assistance with everyday tasks, such as finding housing, opening a bank account, purchasing public transportation passes, completing administrative formalities, and welcoming students upon arrival. Personalized services and packages tailored to students’ needs help them settle in and integrate under the best possible conditions.
The Visale Guarantee is a free program offered by Action Logement that facilitates access to housing, particularly for students who have difficulty finding a guarantor. It acts as a rental guarantee: in the event of unpaid rent or utility bills, it steps in on behalf of the tenant and covers the landlord, thereby securing the lease without the need for a personal guarantor.
This program can therefore provide a solution for easier access to housing, particularly when standard rental requirements are difficult to meet. It is available subject to age and eligibility criteria, and the application is submitted online before signing the lease. Once the Visale guarantee is obtained, it must be provided to the landlord when submitting the rental application.
The €1 meals offered by the Crous allow students to enjoy a full meal every day at a greatly reduced price in university dining halls. Introduced in 2020 for students receiving financial aid, this program has been extended to all students since May 2026. It aims to facilitate access to a balanced diet throughout the academic year.

Food distribution programs and social grocery stores are available in Haute-Garonne to support students facing financial difficulties. They provide access to food and basic necessities at reduced cost or free of charge, depending on individual circumstances.
Many organizations, particularly student groups such as AGEMP, distribute food baskets containing basic necessities and fresh produce.
Student social grocery stores also allow students to purchase items at greatly reduced prices, subject to income eligibility and registration. Among them, Rayon UT is a student social grocery store run by the Food Bank and located on the campus of the University of Toulouse Capitole. Open since 2022, it serves students and apprentices who have difficulty accessing a healthy, balanced, and varied diet at affordable prices.
