Abstract

Issues involving licensing of patents essential to implement widely practiced industry standards like Wi-Fi, Ethernet, and LTE have attracted attention from competition enforcement agencies around the world, and from economists and lawyers. Mr. Ohana has represented Cisco Systems in discussions of patent policy reforms at leading standards development organizations for the past 15 years. He will present a historical perspective on the current disputes, describe the most prominent issues now being discussed in standards development organizations and by policymakers, and offer some predictions regarding the evolution of SEP licensing at a time when formal standards development is becoming less significant to improvements in technology.
