In 2021, the Transport Regulatory Authority (ART) and TSE initiated a research partnership for the motorway sector, which was renewed in 2025 for the rail sector.
The aim of this collaboration is to produce research and share the results, with a view to inform the economic regulator of the rail sector and ultimately contribute to improving the quality of service of essential rail transport infrastructure.
ART supports TSE Competition Policy and Regulation Center for and TSE Infrastructure & Networks Center.
Research topic
- Performance incentive mechanisms for natural monopolies and their applicability to rail transport in the context of opening up to competition.
About ART
ART is an independent public authority responsible for the economic regulation of the rail, motorway concession, airport, and coach transport sectors. Created in 2009, it has become a multimodal regulator with expanded powers. It is financially independent and relies on a panel of experts and more than 100 specialized staff members.
