Society for Benefit-Cost Analysis: European Conference 2019

November 26–27, 2019

We are pleased to announce that the Society for Benefit-Cost Analysis: European Conference 2019, which is the first European conference of the society, will be held at the Toulouse School of Economics, November 26-27.

The Society for Benefit-Cost Analysis (SBCA) is an international group of practitioners, academics and others who are working to improve the theory and application of the tools of benefit cost analysis (BCA). We welcome submissions that support the enhanced use of such analysis to promote evidence-based decision making. BCA is defined broadly, including cost analysis, cost effectiveness analysis, risk-benefit analysis, applied welfare economics, damage assessment and other methods. The conference welcomes submissions on topics closely related to BCA such as non-market valuation, discounting, equity, social policy, regulation, implementation of BCA, etc., and applications to any public policy area, such as environment, transport, health, energy, etc., are encouraged.

Submissions: Proposal, guidelines, and rules

Individual submissions

You are invited to submit an extended abstract (2-4 pages or 400-800 words) that contains title, author(s), research question, methodology, expected results and references. Abstract can cover either empirical or theoretical research. You can submit more than one abstract, but the maximum number of presentations per person in parallel sessions (not including policy sessions or panels) is limited to one. To be included in the program presenters need to be registered for the conference by September 30 (confirmation of participation).

To highlight this first SBCA European Conference, a special symposium is planned in the Journal of Benefit-Cost Analysis. Speakers interested in submitting their work for the special JBCA symposium are recommended to state this as part of submitting their abstract, since it will allow for an early decision whether the topic of the study is suitable for the symposium. Papers selected for the symposium will then undergo the standard JBCA peer-review process before the final decision is taken. The deadline to submit full papers for the symposium will be January 10, 2020. If a conference paper is not selected for the symposium, the authors are free to send their paper to the JBCA following the standard submission process.

Policy session/Panel proposals

You are invited to propose a policy session or a panel. The aim of policy sessions and panels is to advance the use of benefit-cost analysis to support policy-making and to highlight current questions of major importance either in policy-making or research. The objective is to provide a forum of exchange between policy-makers and academics and the sessions/panels are expected to be of interest to a broad audience. The expected format is short presentations followed by panel/roundtable discussions, and they are expected to include 3-4 contributions. Information:

Submissions should include the following information:

  • Proposed title of the session/panel
  • Name(s) of organizer(s)
  • A short description of the theme and its relevance
  • For each speaker/contributor a short bio and a short statement of this person’s contribution to the session

Note: Policy Session / Panel proposals should be submitted as "Papers" in the submission platform (link below). That is, within the platform click on" Submit a paper "in the section "Papers" for session and panel proposals.

Rules:

  • Organizer(s) must commit to attending the conference and to chair the session
  • Organizer(s) is responsible for finding replacement(s) for speakers/contributors not being able to attend
  • Organizer(s) is responsible for ensuring that speakers/contributors are aware that all session participants (organizer(s)/speakers/contributors) must register for the conference by September 30 (confirmation of participation), and that there are no financial resources to support policy sessions and panels.
