Digital mergers: recent insights and policy implications

Résumé

This paper examines merger control in digital markets and the enforcement challenges it raises. We discuss recent developments in the U.S. and the EU and analyze how specific characteristics of digital markets can either enhance or mitigate the exercise of market power. We study the effects of digital mergers on competition both in the market and for the market, and assess their implications for innovation. The paper concludes with policy recommendations aimed at improving enforcers’ assessment of digital mergers.
