 to design such a menu to maximize social welfare in a secondbest environme
 nt where the marginal private and external costs of generating electricity
  vary over\ntime\, institutional constraints prevent mandating time-varyin
 g pricing\, and consumer behavior\nis distorted by frictions. We develop a
  model of plan choice\, consumption\, and intertemporal\nsubstitution with
  time-varying marginal social costs\, and estimate it using administrative
 \ndata from a large utility. We provide evidence of substantial intertempo
 ral substitution in\nresponse to time-varying price incentives\, and selec
 tion across plans based on multidimensional\nheterogeneity. While the curr
 ent menu’s time-varying plans substantially shift consumption\nfrom high-p
 rice to low-price hours\, we find that they reduce social welfare. This lo
 ss is\nmitigated by information frictions. We show how to redesign the men
 u to simultaneously\nimprove outcomes for consumers\, the utility\, and th
 e environment.
