DESCRIPTION:Jordan Loper (Université Clermont Auvergne)\, “Connecting the U
nconnected: Facebook Access and Female Political Representation in Sub-Sah
 aran Africa”\, Behavior\, Institutions\, and Development Seminar\, March 2
7\, 2025\, 11:00–12:30\, room Auditorium 4.\n\nCan social media help promo
te female access to political positions? Using data from\n8\,814 parliamen
tary races across 17 sub-Saharan African countries\, we explore this quest
ion in a\ncontext of significant political underrepresentation of women an
d rising Facebook penetration over\nthe past decade. We leverage the stagg
ered introduction of Facebook’s Free Basics–i.e.\, free access to\nFaceboo
k through partner mobile operators–across constituencies and time\, docume
nting the success\nof this connectivity shock and its subsequent effect on
female political representation. We find that the\navailability of Facebo
ok’s Free Basics significantly increases the election of female candidates
\, but only\nafter one electoral cycle. This effect is driven by female ca
ndidates endorsed by established political\nparties and running for the fi
rst time. Uncovering the underlying mechanisms\, we document a large\,\npo
sitive relationship between social media use and egalitarian gender norms\
, particularly regarding\nwomen in politics. Examining users’ online netwo
rk structures\, we show that this association is\ndriven by exposure to di
verse and progressive content\, and that such online connections are key t
o\nFree Basics’ electoral impact. Finally\, we find that Free Basics’ effe
ct is contingent on the presence\nof fair elections but is amplified where
traditional press freedom is limited. \n(joint with Sophie Hatte and Thom
 as Taylor)
