  to target aid after a natural disaster.\nDisaster aid programs often use 
 property damage as a criterion for eligibility. A\nhousehold’s ability to 
 insure against shocks may be harder to observe but more\nimportant in dete
 rmining how the disaster affects welfare. We develop a model of\nhousehold
  demand for reconstruction aid and estimate the model parameters using\nda
 ta from a household survey following the 2015 Nepal earthquake and moments
 \nderived from a spatial regression discontinuity design. We use the model
 \nto estimate welfare from counterfactual targeting strategies. Conditioni
 ng aid on\nproperty damages increases welfare by 6% relative to a random a
 llocation\, but a\ngeographically targeted aid strategy based on earthquak
 e intensity would have increased\nwelfare by more.We also show that policy
 makers face trade-offs between\ntargeting strategies aimed at consumption 
 smoothing and those prioritizing poor\nhouseholds. Notably\, damage-based 
 targeting proves ineffective in reaching poor\nhouseholds.
