DESCRIPTION:Gabriel Englander (World Bank)\, “Deterring industrial vessels
from African coastal fisheries”\, Environmental Economics Seminar\, Toulou
 se: TSE\, March 24\, 2025\, 11:00–12:15\, room Auditorium 4.\n\nMost Afric
an coastal nations prohibit industrial vessels from fishing near their sho
res\; these Inshore Exclusion Zones (IEZs) reserve the richest fishing gro
unds for artisanal fishers. However\, previous research suggests non-compl
iance by industrial vessels prevents IEZs from benefiting African economie
s\, food security\, and fish stocks. Radar data released in 2024 detect in
dustrial vessels without selection\, permitting the first estimation of th
e effects of African IEZs. First\, regression discontinuity estimates reve
al that 6 of 20 African countries successfully deter industrial fishing. S
econd\, we apply bunching estimators to obtain counterfactual distribution
s of industrial vessels uncontaminated by spatial spillovers. Third\, we c
apture extensive margin effects by using our bunching estimates to calibra
te a discrete choice vessel location model. Back-of-the-envelope bioeconom
ic calculations suggest that IEZs increase artisanal catch and fish stocks
by 6% in the median country where industrial fishing is deterred. (co-aut
 hored with Aishwarya Agarwal)
