 hance SSA’s\ncapacity to adapt to this process? I answer these questions w
 ith a quantitative\nframework that\, coupled with rich spatial data and fo
 recasts for the future climate\,\nestimates millions of climate migrants a
 nd unequal welfare losses across SSA.\nInvestigating migration and trade p
 olicies as mitigating tools\, I find a trade-off\nassociated with the form
 er: reducing SSA migration barriers reduces aggregate\nwelfare losses at t
 he cost of more climate migration and high regional inequality.\nReducing 
 tariffs attenuates this cost.
