 ndants affect policy\ndecisions? I consider a model in which people's dyna
 stic utilities depend on the consumption of their descendants. The social 
 welfare function is a discounted\nsum of past\, present and future dynasti
 c utilities. I establish that\, when the\nsocial welfare function places s
 uffcient weight on the dynastic utilities of future\ngenerations\, interge
 nerational altruism has only negligible effects on the social\nranking\, a
 nd can be mostly ignored for the purpose of policy decisions. The\nreason 
 is that\, given persistant population growth\, each generation's concern\n
 for its children roughly cancels out with their parents' concern for them.
