 t of the International Maritime Organization’s 2023 regulatory\nregime tha
 t will cap CO2 emissions from global maritime shipping. Focusing on U.S. i
 mports—\nfor which we compile granular vessel\, route\, emission\, and tra
 de data— we structurally estimate\na model featuring substitution between 
 maritime and air transportation. We demonstrate that\nthe cap will instiga
 te a shift towards much more carbon-intensive air transportation\, causing
  a\n\nshort-term increase in total transportation-related CO2 emissions! A
 dditionally\, the cap will in-\nduce substantial welfare losses in both th
 e short and long run. We conclude by advocating for\nalternative\, more ef
 ficient policy options.
