 \nRegulators are responding to growing platform power with curbs on platfo
 rms’ potentially\nbiased exercise of power\, creating urgent needs for bot
 h a workable definition of\nplatform bias and ways to detect and measure i
 t. We develop a simple equilibrium\nframework in which consumers choose am
 ong ranked alternatives\, while the platform\nchooses product display rank
 s based on product characteristics and prices. We define\nthe platform’s r
 anks to be biased if they deliver outcomes that lie below the frontier\nth
 at maximizes a weighted sum of seller and consumer surplus. This framework
  leads\nto two bias testing approaches\, which we compare using Monte Carl
 o simulations\, as\nwell as data from Amazon\, Expedia\, and Spotify. We t
 hen illustrate the use of our\nstructural framework directly\, producing e
 stimates of both platform bias and its welfare\ncost. The EU’s Digital Ser
 vices Act’s provision for researcher data access would\nallow easy impleme
 ntation of our approach in contexts important to policy makers.
